An ordinance providing for the issuance and sale of not to exceed $2,100,000 of Notes, in anticipation of the issuance of bonds, for the purpose of paying costs of reconstructing, resurfacing, grading, draining, paving and curbing Smith Road including constructing related sidewalks, water lines and related water supply facilities, sanitary sewers and related sanitary facilities, storm sewers and related drainage facilities, installing signage and traffic signalization, and relocating existing utilities as necessary, together with the necessary related improvements and appurtenances thereto, as designated in the plans approved or to be approved by Council, and declaring an emergency.
