Fairweather, Pineview, Claremont, and Belfair Sanitary Sewer Lining Project

As part of the City’s continued efforts to reduce the possibility of basement sanitary sewer backups, the City of Middleburg Heights, in conjunction with the Cuyahoga County Department of Public Works will be lining sanitary sewer mains, manholes, and laterals (to the cleanout / test tee) on specific streets. This is phase two of the lining project that began last year in the same neighborhood. The lining of this infrastructure is in an effort to minimize storm water from infiltrating the sanitary sewer main to the maximum extent possible, thereby reducing the possibility of sanitary sewer basement backups.

The Cuyahoga County Department of Public Works has contracted with United Survey, Inc. for the rehabilitation of the sanitary sewers on the following streets:

  • Fairweather Drive
  • Pineview Court
  • Claremont Avenue
  • Belfair Drive

Beginning Tuesday, February 27, 2024, United Survey, Inc will have equipment and employees working on the streets listed above. United Survey will be televising, cleaning, and lining the sewers with a “cured-in-place liner.”

Beginning the week of February 26, 2024, the first phase of this project (cleaning and televising sewers) is tentatively scheduled to commence this week, weather permitting. The cleaning utilizes high pressure water and air to clean your sanitary sewer service connection. During this process, United Survey recommends that residents on the streets lists keep toilet seats closed.  This will help minimize the potential of any inconvenience.

The second phase of this project will be installing a “cured-in-place liner.” The “cured-in-place lining” is trenchless so the surface conditions will not be affected. The “cured in place lining” method of construction is quicker, less expensive, and less disruptive than excavating on your property or street.  Please be mindful as there will be altered traffic and street parking patterns during this phase.

United Survey will provide residents of those streets with 48-hour notice prior to installing this liner. If inclement weather prevents work on the date scheduled, work will be postponed to the next available day (weather permitting).

The material used in this process gives off an odor, which is non-toxic and will dissipate. To minimize the odor entering your home or building, United Survey recommends that one gallon of water be poured into all drains (sinks, tubs, floor drains, and showers). This will prevent the odor from entering your home through sanitary sewer connections and drains. For additional ventilation, open a window to allow fresh air in.

It is the City’s and United Survey’s intention to minimize the inconvenience of this project as much as possible. However, residents on Fairweather Drive, Pineview Court, Claremont Avenue, and Belfair Drive should be aware that the lining process will temporarily seal off sewer connections at the main for a period of six to twelve hours (7AM to 7PM).

Once notified by United Survey of the sewer lining, residents on the impacted streets are requested to please minimize water usage during this lining process to reduce the possibility of sanitary sewer backup. United Survey recommends unplugging sump pumps for the duration of the lining process, minimize shower / sink use, to not run your dishwasher, and to not run your washing machine.
