Mayor Castelli and the Middleburg Heights City Council understand that maintaining our roads is a top priority.  The Middleburg Heights Department of Public Service and Director James Herron coordinates and manages the work with our City Engineer – Mackay Engineering and regional partners including Cuyahoga County, the Northeast Ohio Areawide Coordinating Agency (NOACA), and the Ohio Department of Transportation.

Listed below are the planned and funded 2020 Middleburg Heights Road Construction Projects. 

Pearl Road Reconstruction
The Pearl Road/U.S. Route 42 Reconstruction Project started April 1, 2020.  Karvo Companies is the prime contractor and the Ohio Department of Transportation (ODOT) is managing the project.  The first phase of the project was from the Ohio Turnpike Bridge (Whitney Road) in Strongsville to Fowles Road in Middleburg Heights.  The second phase of the project that started in June 2020 and was completed in mid-September 2020 was from Fowles Road to W. 130th Street.  The project included base repair, new asphalt pavement, concrete sidewalk installation and repairs, apron repairs, and the installation of ADA compliant ramps.

Project Update:  All work has been completed in Middleburg Heights except for the W. 130th Street intersection.  Work has shifted to the City of Parma Heights between W. 130th Street and York Road and is estimated to be completed by December 2020.  Final work in Parma Heights and Parma from York Road to Snow Road will occur in Spring 2021.

Sprague Road Reconstruction and Widening
The Cuyahoga County Department of Public Works is widening Sprague Road from Webster Road to West 130th Street in Middleburg Heights and Strongsville.  The existing road is being removed and a new widened concrete roadway will be installed with two lanes and a turning lane.  Improvements include new curbs, catch basins, concrete walks, ADA curb ramps and a water main replacement.  The project is estimated to be completed in late fall 2020.

Project Update:  Eastbound only traffic has been shifted to the newly constructed lane in Strongsville and the entire new concrete roadway has been installed to W. 130th Street.  New aprons, sidewalks and catch basins are being installed.  Work is starting to progress at the intersection of Sprague Road and W. 130th Street.

Middlebrook Boulevard
The concrete road section of Middlebrook Boulevard from approximately Ramona Drive to Humphrey Road will be entirely reconstructed with full depth concrete pavement and curb removal and replacement.  The project started August 10, 2020.  Traffic will be one-way only eastbound from Bagley Road to Smith Road.  Anticipated completion date is November 2020.

Project Update: Fabrizi Trucking and Paving was awarded contract and the project started August 10, 2020.  One-way traffic will be maintained eastbound from Bagley Road to Smith Road.   The south side of Middlebrook has received concrete stabilization and base work and concrete paving work will start on this section of the road at the beginning of October.

Byron Boulevard (Klein Drive to cul-de-sac)
Byron Boulevard from the cul-de-sac to Klein Drive will have concrete section repairs and receive an asphalt overlay.

Project Update: D.L. Smith Concrete LLC.  started project work on September 14, 2020 and the project is estimated to be completed approximately October 26, 2020.  Asphalt base has been installed and the concrete section repair work is starting.

Newton Road (Elmdale to Fairweather)
Newton Road from Elmdale to Fairweather will have concrete section repairs and receive an asphalt overlay.

Project Update: D.L. Smith Concrete LLC started the project on September 14, 2020 and is the work is estimated to be completed by approximately October 19, 2020.  Asphalt base has been installed and the concrete section repair work is starting.

Parklawn Drive (Packard Avenue to Big Creek Parkway)
Parklawn Drive from Packard Avenue to Big Creek Parkway will receive concrete section repairs and an asphalt overlay.

Project Update:  D.L. Smith Concrete LLC started the project on September 14, 2020 and the project is estimated to be completed approximately October 15, 2020.  Asphalt base has been installed and the concrete section repair work is starting.

Eden Lane
The City of Middleburg Heights Department of Public Service completed concrete curb and catch basin repairs.  Crossroads Asphalt Recycling, Inc. under our General Pavement Services contract completed all asphalt overlay work.

Bartholomew Drive Reconstruction
Bartholomew Drive from Pawnee Trail to Bagley road was entirely reconstructed with full depth concrete pavement and curb removal and replacement.  The project is complete.  To help extend the life of our roads we are again stabilizing the base.  Base stabilization starts with pulverizing whatever existing materials are on the site.  Then the appropriate additives, like cement powder, are spread on the surface. The pulverizing machine is used again to mix the additives in with the base materials to a set depth. The concrete or other additives then go to work, hardening the other materials. Once the appropriate moisture and hardness are achieved, the material is compacted to reduce spacing and air between the materials. This usually requires several passes with a roller. Finally, a grader is used to ensure a smooth surface on which the concrete road will be laid.   The result is a level, attractive, strong, and long-lasting paved surface.

Project Update:  Project is complete.

Eastland Road (Bridge to Cleveland Metroparks border)
Crossroads Asphalt Recycling, Inc. repaved a section of Eastland Road in late June 2020 under our General Pavement Services contract.  This project is complete.
