FROM THE DESK OF THE MAYOR

Mayor Gary W. Starr is pleased to announce that Middleburg Heights City Council unanimously passed legislation on November 26, 2013, and entered into a partnership with the Cleveland Restoration Society.  Their program called the “Heritage Home Program” will assist residents of Middleburg Heights who own homes that are 50 years and older.

The Heritage Home Program gives free guidance and information to homeowners on home improvement, maintenance, and repair issues that are unique to older homes.  Perhaps it is the technical assistance component of the Heritage Home Program that makes this program stand out from other programs of its kind. Their technical staff provides homeowners with impartial opinions about restoration and maintenance without any sales pressure. Their focus is to help answer questions of homeowners wishing to improve their older home, and assisting them in a plan to get a project done properly.

Middleburg Heights homeowners will be able take advantage of these components at no cost:

• Site visits to the property to answer home repair, improvement and maintenance questions
• Advice on energy efficiency methods
• Contractor resources
• Evaluation of contractor bids and estimates

Mayor Starr applauds this program and said:

“This unique, vital and affordable program will help all Middleburg Heights residents who own a home 50 years or older maintain a higher standard of quality for their home. Retaining and protecting our homes and neighborhoods also preserves and increases all of our home values, which is one of our top priorities.”

Qualified homeowners also have the option of obtaining a low-interest, fixed-rate Heritage Home Program loan, with rates as low as 1.4% for up to 10 years! There are no maximum income restrictions or points involved with the Heritage Home Program loan, and the interest is tax-deductible. Financing is based on bank lending requirements and available home equity. Many projects are eligible:
• Exterior and interior painting
• Kitchen and bath improvements
• Compatible additions
• Roof repair and replacement
• Basement waterproofing
• Window repair
• Masonry repair
• Insulation
• HVAC upgrades
• And much, much more!

The Heritage Home Program loan is available for owners of residential properties of three units or less, regardless of whether the owner resides at the property. Homeowners receive custom construction specifications for exterior projects, and Heritage Home Program staff is available from project start to finish!
